worked for me
I have different situation, I have wifi connection in my apartment and also LAN connection, since wifi signal are not strong in my room so I connect LAN with my Laptop then setup hotspot on laptop then connect my iphone to hotspot. All other apps and browsing works perfectly on hotspot but whatsapp does not work and keep connecting. If i connect my mobile with other wifi then whatsapp works without any problem but it has problem only when I connect it to laptop hotspot. Any suggestions please ?

For everyone who's still having this problem, try having a better angle at the QR Code, and not pointing your camera at it right away. That might work for you as well as it has for me
