Makes me imagine that they were part of a super soldier program or something by the defense force, Anby managed to escape while soldier 11 is who she would have been had she stayed.

No, there's definitely a connection here. It would be one thing if they just shared similar designs, but they have similar equipment and personalities as well. That's far too coincidental for them not to have some sort of connection.
