How do I get the general hospital quest I'm at level 25 and do I have to get the writers building and the krusty tram to unlock the hospital

Rainy Days no I got the general hospital and I don't have the writers building and I'm on Level 36 and I didn't get it until I was on level 31

You should have gotten both but then again it's your choice
