no, he is underpowered by the cost
try counting how many units that can kill him in groups, 11, you need to place 1/20 times less than his worth as a maximum to beat him with these units, there isn't really some way to see if a unit with this cost is balanced or not except by comparing it by its true enemy who costs the same, he gets outclassed by his true enemy, the dark peasant.
if you compare how many weaknesses each one has, dark peasant has only 3 ways to kill, liches and ice giants and super peasant, while super peasant has 11 ways to kill, dark peasant is stronger
