Federico de montefeltro was actually a great dude, he never lost a battle, believed in humanist principals even though he was surrounded by war in Italy, created a great economy, was a incredible leader and also helped start the Renaissance, his city of Urbino was the great light of europe, noble children went there for a field trip pretty much, saw his giant library of incredible works, saw his court of intellectuals and took those ideas home, creating the Renaissance Basically
But he liked boats, so he gets the chair.

The colonizing stopping is cause of trade nodes. AI isn't too fond of moving downstream of their trade city unless enticed. They focus their attention upstream
