Not all police forces use guns. I think there is some EU countries and maybe Japan that doesn’t use weapons.

Hey Hollow, there's an interesting game called Killer Frequency where you play as a radio broadcaster and help callers from a serial killer. It's more like a puzzle, quite a cozy game, but some choices you make could actually decide someone's fate. Its always entertaining when you play choices game 😁😁
