Rimuru became strong out of necessity not because he wanted to. A good example of this is when Millim asked Rimuru if he wanted to become a demon lord. His answer was dodge-ish at the very least, and he was extremely nervous. The only reason Rimuru became a demon lord was so he could revive his people. If The Jura Tempest Federation was never attacked, Rimuru wouldn't become a demon lord, simply because he had no reason to.
