And another 49% of the land (including 40% of forests) are privately owned by individuals, families, ranchers, farmers, corporations, etc. Don't they have a responsibility? Not to mention most fires in Southern California are not in forests but in shurblands (including the current fires). Cleaning a shrubland is much more delicate that a forest because too much cleaning in shurbland hills will create landslide risks when the rains come.

Probably 97% of bad fires in California occur in or near hills, mountains, steep valleys, and canyons where winds can act very erratic and hard for firefighting due to terrain. When the winds are gusting up to 80 mph, fire breaks don't work as good because embers can fly as far as 4 miles in winds like that and start individual smaller fires that eventually get bigger and out of control. The overall fire can jump right over a break as if the break isn't even there. And aircraft can't obtain ocean water and fly very well in high winds to drop the water where it needs to be.
