Float is basically how scratched a gun, knife, or a pair gloves are, and Pattern is well, pattern of the finish. Gloves in CSGO are really carefully priced based on tearing on knuckles (fingered gloves) or tape (fingerless gloves). It can be really hard to see imperfections in-between fingers, that's why some screenshot tools sadistically fracture the playermodel's fingers, it's all just to show off the gloves better. TL;DR: This is not a bug, it shows tearing and scratches inbetween fingers.

I reset the iPad and the glitchy sound didn't play anymore. I haven't run into that situation since.

If you don’t know what is causing the characters to t-pose then I can tell you. Almost all models start in that position before getting animated. It helps the graphics designer to get a better look at the character. Occasionally the animations will not load and you get to see this magical sight.
