From Stratford to Canning Town the Jubilee line doubles DLR as express service, but from Baker Street to Wembley Park it doubles Metropolitan as local one. Seems not very reasonable.
I can only speak for german legislation here, but I might guess that thats an EU-wide norm. The blue light marks emergency equipment like emergency exits, fire-phones or extingushiners.

The trains are only manually driven if there is a problem with the system. Normally the train operation is entirely automatic.
