The fact that he made the voices similar to faceless spongebob and patrick + the icons too makes the cover even more better, keep it up
That effect is called Bit-Crush. It makes the voices sound static-y. It's quite simple to do; a few edits and setting changes and you can make voices like this. The thing about this song is that the voices are INCREDIBLY bit crushed. Which makes it stand out a bit more

yet another great cover! i especially like how u worked around the lack of front facing sprites like bf's by just using the different chromatic scales ppl make for him, its rlly clever
i really like the detail of the removed faces from the icons, im guessing because it would have been WAY too much work to remove the faces from the sprites

Wario sounded quite high pitched and Majin was also a bit weird (maybe it’s just new vocals for him that I’m not used to, but I prefer the old ones anyway), but overall this is an awesome cover! Great job!
