Assuming you're not a robot, difficulty pretty much has no effect on what weapons can drop. As for which pistal, the SEMI-AUTO can only be obtained through the game by playing Haru and succeeding an event stat check. The POLICE REVOLVER can be obtained from a downtown event or looted from the LUMPY OFFICER (I think you need Miku's LOOTING perk?). If these weren't the items you were looking for, let me know.
