Makkari is basically a 0/4 tempo card that synergizes with surfer, lands everywhere even in storm and gives you basically a turn more than your adversary. The most effective way to play surfer is trying to win more locations, not to win big on one. If you play Shaw at 3 you have 3 more turns dedicated to pumping him. Those turns lose you the remaining locations. I played a surfer storm goose deck with makkari, war machine, blink and infinaut.
Makkari gives hella priority and thena slots really well into surfer in my experience, she's minimum a 2/7 in the vast majority of games for me, so I'm playing Negasonic because of t6 priority easily being a thing.

It would go well in discard to thin your hand plus free power on board. It’s better then discarding it and only getting two from morbius
