You get it from your Bürgeramt not Standesamt.

From what I know, they both have to be residents in the EU. But maybe you can check if they are still allowed if they have a visit visa (Not sure though).

Ask the agent you’re working with to explain further. Unfortunately we cannot show you an example of it. You can also check online for sample photos so you know what you’re doing wrong
