I am a Himachali living since 1953, yet I had to seek permission under section 118. It’s not easy without connections for people not connected with high ups . What he is stating isn’t true .
It does not matter from how long you are living in Himachal. You can only avoid Section-118 if you are an agriculturist here. Any property with its proper documentation and good legal advisor can attract Section-118 approval on very fast speed.
