The Blackwater Police Department fought against the attackers, & were nearly won, but in the end did not have the power to take the army down. It is unknown why the army attacked the developing city, but we will be looking into the matter.

The third Skirmish took place at a construction site near the police building, and the Commune wins said skirmish
Next skirmish takes place near the Blackwater theater, where some Police holed in for the Feds to pass but then a skirmish ensued

Some holdouts in the Bank start the next skirmish
Black water police take heavy losses and it led to the first federal victory
Last logged skirmish takes place at the General store where the Feds set up a base of operation, With lots of Blackwater Policemen outside another skirmish happens, With this skirmish ending up as a police victory

After that, they came onto the shore with a large margin of soldiers ready to open fire, entering a massive gunfight. The fight ended in a U.S. Army victory, and since the 5 months it has occurred, Blackwater has become home to outlaws. Due to the lack of Police force and many residents leaving the once advanced and thriving city, outlaws started moving in. Most notably, the skinner brothers. Today, Blackwater has become a ghost town, very unsafe for the few people still living there.

It depends on the terrain Because the Blackwater police mostly have revolvers and pistols, so they would be a lot better and close combat while the Santine police have more rifles so they would be better at long range
