This is an alternative version of the Arcade game Street Fighter 1 which allows the player to select the enemy/boss characters.
Joe is the first American enemy opponent. He is a non-selectable character in the normal version of the game.
===== About Joe =====
Joe used to be an underground kickboxing champion in the United States before violent outbursts and financial difficulties caused him to become an outlaw on the road. He practices by participating in street fights.
Gameplay-wise, Joe is quite a good character. His jumping Power Kicks seem to have a large hitbox, and he has a good variety of basic punches and kicks. His standing HP and HK is a 2-hit move which consists of a low shin kick into a face punch.
===== Joe Trivia =====
---- Everyone thought he was the blonde fighter in the arcade Street Fighter II intros... until Capcom released the profiles/bios of "Scott" and "Max" amongst the Street Fighter 5 concept artwork, confirming that Joe is not the blonde fighter in the intros.
---- Joe is probably based on real-life kickboxing martial artist Joe Lewis.
---- His train yard stage background is similar to the train yard stage background in Street Fighter Alpha 1.
---- In the game Final Fight Streetwise for the PS2 and XBox, the main protagonist Kyle Travers (brother of Cody) faces a kickboxing fighter called "Ghost" in a fight club. This fighter has the same pants/trousers and hairstyle as Joe.
---- As of Street Fighter 5: Arcade Edition, Joe is the only character of the entire series not to be officially featured in any other Street Fighter related media besides SF1.
===== Additional Information =====
---- In this version of the game, most of the enemie's / bosse's "special moves" are performed by holding Down or Down-Back or Down-Forward and then pressing a [P] or [K] button. Interestingly, this indicates that the enemy jumping strikes are a set routine/move, instead of a free move during jumping. It also explains why you cannot perform any strikes while jumping with them.
---- Despite selecting the enemy characters, the portrait of Ryu (1P) or Ken (2P) is always used for the versus screens.
---- When playing as an enemy character, after you win a round, the winning text will still say that Ryu or Ken won the round.
---- You can still play the 'break-the-boards' bonus games as an enemy character. However the enemy characters often do not have sufficient moves to reach/break all the boards.
---- Obviously the other bonus game where you time the karate chop will always be Ryu or Ken.
---- When you complete the game with an enemy character, it will still use Ryu's or Ken's portraits for the "king of the hill" victory message.

This is where it all began. Who would've thought that this game would develop into a sequel that ended up setting the tone for virtually all other future fighting games?

I always liked him a lot... but I realized something interesting: he's not wearing actually shoes but shin protectors from kickboxers.
That 2-hit combo with the low kick into cross is a nice move.
He needs to come back, he was cool.
It's alleged Cody in SFZ3 might have originally been Joe. Or they just used Joe as a template to flesh out more of Cody's moves as they are in many ways the same character anyway.

A little fun fact...
When Takashi Nishiyama created Street Fighter, he originally wanted Joe to be the hero instead of Ryu, which is why he was in the intro...
When he left Capcom and joined SNK, he was able to flesh out his idea of Joe as the hero...
And thats how Terry Bogard of Fatal Fury was created...

The beginning, there was a way to get two credits with one coin if done right, but if the boy at your side press the 2P start he will enter in a fight against you stealing your extra credit, and the goblin still do even when you treatened to kick his real ass...
And now we know why Gen is practically impossible to beat with Cody in SFA3.
Did you not see that ass whooping he got? Old man surely holds a grudge against generic white guy fighters to this very day.

Generic white guy fighter Joe looks a bit like Cody. Cody vs Gen (SFA3) is probably one of the worst matchups in the history of decent fighting games.
@Ian Marston Do I need to write a 2000 word essay about this? Joe has a whopping 6 moves and shares at least 4 four of them with SFA Cody. Cody is the former generic hero from Final Fight that got thrown in jail for continuing to fight. Both have a very vaguely similar appearance. Gen got his ass kicked in the video. Gen vs Cody in SFA3 is a really terrible matchup for Cody.

Me for example, this was a popular arcade game even in 1989 two years after it was released.
Capcom could've easily gave other name to their new fighting game, and making Guile or Blanka their main character, but it was called Street Fighter and featured their two playable guys and boss for a reason.
