Ans :equal number of ministers for both the group: the Belgium constitution prescribed that the number of French and Dutch speaking ministers should be equal in central government.
More power to the state government: under proper power sharing more power is given to the state government so that they are no longer subordinate to central government
Equal representation at state and central government that is why a separate government is maken
With respect to state and central government a third tier of government is also made also known as community government which makes law regarding to language and culture related issues.

Belgium was able to solve mer etenic problem by following these steps..
1)b&w1970-1993 they ammended ther constitution 4 times to work out the different cultured people live together in the same country.
2)They accepted that in the central government the dutch speaking and french speaking members should be equal.
3)They accepted that in the state government the dutch speaking and french speaking members should be equal.
4)The central gave equal power to the state government now the state government is not subordinate to Central government.
5)A part for central and state government they formed a community government which are elected by people belonging to one language community-french,dutch and German no matter where they live.This government have power regarding langauge, culture, education related issues.

I hv a doubt... during French revolution one of the reasons was the unequal participation in the estate general... but here also the same thing is happening... composition is different but there r same no. of ministers in Belgium

1) the both the communities Flemish and wallaion become friends and in 1980s to 1990s the meeting wore helded to make both the community friends
2) the voters are walloin and leaders are flemishes

belgium govt accepted that there were some problems arising between the french and dutch speaking people because french people were favored more than the dutch people and there were situations rising for civil war as well which might have caused issues, hence belgium govt did 4 amendments in which they created a community government as well, that will be responsible for the language and cultural rules and laws of both french and dutch people and the chosen representatives will be equal in number. Also in the central and state govt also, the quantity of both french and dutch candidates/members/representatives will remain same so that no discrimination can take place and all the laws will be passed on the basis of majority and after their approval only.
NOTE - I have written this answer after seeing this video once only and I know that it is not a very good or perfect answer to the question but I will study this same topic at least twice or thrice with proper attention so that I understand this topic really well and can answer it correctly to anyone and anytime.
