    The fact that bandwidth is roughly proportional to frequency is because high frequencies are able to be more quickly defined (which coming from a music theory standpoint is the "purpose" of high frequencies), but in order to process the frequency quickly in the time domain, we must cut the Fourier Analysis short therefore limiting the density of harmonics able to be analyzed. This makes it hard to distinguish the frequency quality of high energy notes, but we ARE able to localize said notes in time. Heisenberg Uncertainty. But I don't know much about psychoacoustics so there could be a pure perception variable in addition.
