So, we provided the resale value as 30k, so they charged us 3k.. parcel charges are some where around 10% of resale value.. (considering in mind the distance and weight)

it is for insurance. if there is major damage to your vehicle in transit, railways will pay you DECLARED VALUE. According to your declared value, there's some % insurance premium added to parcel charges
