I understand the ability is good, but what's the point of Pikachu ex if you're not attacking with it? I feel like using it as added damage for Raikou (even with AZU) isn't enough to justify having it in the list
The point is the same as with mewto tera. it being the better electric tera pokemon over mewtwo tera. it gets your stage live and cant be ko'ed unless combined with other cards like dusknoir, monkeydori and such. As miraidon has the habit of filling up your own bench pretty fast the AZU can come in pretty handy. Another benefit is getting rid of weak non attacker 2-prize moms like lumineon and squakabiliy if they should remove your AZU. Thats pretty much it.
Other reply covers it pretty well, but I'd just add that you gotta think of it as a tech card much like the Zapdos, Mew, Lumineon, etc. There are other decks that run Pikachu as an attacker though, just not this one.
I put it in because my build of miriadon used AZU like you said and is one of 2 electric basic Tera Pokémon I can use. The other alternative to pikachu is Mewtwo which has a higher retreat cost and pikachu ex just simply has a better ability (Mewtwo doesn’t have one but you know what I mean)
In game 1 you could have played blood moon ursaluna, then attach retreat iron hands, boss up the roaring moon ex, and ko for the win

It also helps me get extra support cards on the bench like radiant greninja and mew ex
