I think you should always scratch the back first on the Jumbo Bucks. It says that if you don't win on the front, you won't win on the back either unless that was just last year's.

Are there better chances at winning on a game that's about to be closed out if there's still a jackpot available on that ticket?
The answer is... maybe. It becomes an exercise in calculating what percentage of tickets are remaining for purchase vs. what percentage of prizes (for example, top prizes) are unclaimed.
As an example, let's say game X has 4 top prizes unclaimed out of its 6 maximum (which is 66.67% of its total), but only 35% of the total number of tickets are unsold. As over 66% of the number of top prizes available are left for the remaining 35% of the tickets in the game, your odds of hitting one of those remaining top prizes have greatly improved. To further extend this analogy, it's not unlike a blackjack game that is "ace-rich" (i.e. the number of aces left unplayed from the deck[s] significantly exceeds the expected number unplayed to that point).
However, the one wrinkle of uncertainty is the number of winning tickets that are sold but unclaimed (for whatever reason). There's always the possibility that winning tickets are purchased but mistakenly trashed by the buyers, which will skew the numbers, of course, and there's no reliable way to calculate/quantify that possibility.
Bottom line? If a game is down to fewer than 20% of its inventory but has 50% or more of its maximum number of top prizes unclaimed *AND* the raw number of its top prizes unclaimed is 3 or more, then yes, you can safely conclude that the game's odds have shifted in your favor. Otherwise, due to statistical standard deviation and the random uncertainty of winners that have been purchased but trashed, you cannot reasonably conclude that your odds have improved.
Sorry for the lengthy explanation, but I hope the analytical information helps to answer your question.
