    This is what is left of a classic E. Howard & Co. tower clock mechanism. As the other commenter has noted, this mechanism would have originally been weight-driven and had two trains:
    1. The time train, using many of the gears still in the frame connected to the hands, plus an escape wheel, anchor, and pendulum (now missing) near the top where the motor now is, and a large driving wheel and cable drum (for the weight cable) at the bottom.

    That clock is original. The Gloucester City Hall burned down and was rebuilt. Electricity was not a new thing at the time and this clock was added in when they rebuilt it.

    2. The strike train, with the wheels, levers, and fly-fan mostly mounted in the empty horizontal area of the frame. I think this model Howard used a rack-and-snail striking system.
    It may interest you that Balzer Clock Works of Freeport, Maine do full-scale, complete restorations of American tower clocks, and Howard is their specialty. They could restore this clock back to original. Check out their website. I'm not affiliated with them in any way, but I think their site has some cool photos.

    Oh, my... they BUTCHERED this poor clock... stripped it all the way down to nothing. It's such a sad thing that this happened. Why in the world would they do this? Isn't there someone they could hire to keep the clock ticking instead of stripping this clock down to nothing and installing that noisy motor? They could have just left all the parts there and disconnected the escapement so the motor could be installed. I think that would have been the proper thing to do if they wanted to do that.

    Disgusting how these once works of time keeping art are destroyed because someone decided it was too much trouble to maintain and keep wound.
