This is a common confusion due to the anime where it looks like Galdino is made out of wax in sone points. It does not look like that in the manga (or that's what I have been told).

Dont forget that the Grand Line is still the toughest sea, so the ratio of regular humans to devil fruit eaters will be different than in the East Blue
It really depends on what kind of Devil Fruit you have while some Devil fruits have a finite application due to requiring something to make it effective like eating metal to forge weapons or needing to touch something to make it grow, most Devil Fruit powers are quite spammable, Logia types like Smoker or Ace never runs out of elements because they can change and generate it so they can fight for days without being winded, so really the only reason a DF user ever gets tired is because they physically got tired not by using their powers.
