You need 4 yards if you’re using Ankara (45” width) but if you’re using a fabric that is by 60” then you can use 3 yards.

The 8” is added after dividing the hip by 4”. So the latter is correct. Note that the fabric is on fold so, when unfolded, you’ll have 36” as the width of the bottom for the front and same for the back
