Aaahh thats really hard there's so many amazingly skilled artists and rig artist it's hard. I think first step, consider your budget, the art alone can be hundreds to thousands depending on the artist and thats not including rig! You also have to consider the art style you'd like as well! I suggest looking up rig showcases here on TH-cam to find both rig artist and model artists that you like style wise then finding their commissions!! QwQ I hope this was helpful!
