If the Home Arrest one of the condition then the King who chaired the Pardon Board on the advised of the Pardon Board committees would have issued and execute on his Royal Order. Although the King chaired the meeting, he still have to take the advice from the Pardon Board and execute it and not wait until lately then do it. As in the Addendum Letter, the King stated very clearly that he "Wish" Najib can serve is sentence under Home Arrest but not his decree to the Court.
