Is your example for moving military units (action #5) legal? Rulebook reads, "you can never move your units in such a way that a tile you control (with the exception of your Capital) is left with none of your units or outposts on it."

As I look through the rule book it doesn't say you get a culture a token for conquering a province I am just asking to clarify I apologize
I think he means it is a possible reward, either from the face-down barbarian tile or the free city tile.
