quick thing to note: all units can turn into skeletons its just that when they dont it means that the necromancer killed them with the skkull that means 1 priest nearby should do the trick
edit: also when the skeleton gets hit again then it becomes a level lower (skele banshee becomes archer, etc etc)

It because unit with low health will die easily such as farmer,cheerleader and priest and others such as haybaler can be hit unless it you kill it through arm,legs and head. shielded enemies that blocks the Nercomancer range attack unless they get hit back.
