At least two of your list probably would never fit…and perhaps others may not as well. For under-the-seat, in general stay under 30L, and even then you should unpack. So typicall 20-25L is about the max you would ever want to fit under the seat.

25 still might not fit, good rule is 20l max and it fits most

I'm not sure that the Cotopaxi Allpa 35 will fit under the seat. I believe you would have to go with the smaller Allpa 28
