Fir puppet it's a normal jump and double jump by clicking jump again. Try it and see also go in a private server to reduce lag and see if it works there if not its probably the game.

I am on mobile the biggest problem i face is that i cannot fly fast with celes
happens for me to, a bit of a lag, i suggest you use flight ability moves, e.g doku hand move good for combo and movement in some way.
