UP must come in Chip design.. hardware manufacturing sectors also. This will give a massive boost to UP and India
why not make U.P. a semiconductor manufacturing hub as in Taiban.

hardware manufacturing mai investement ho rahi hai samsung world lagrest screen manufacturing plant noida, up mai bana raha hai or bahut investiment ho rahi hai
Chip designing is the topmost level in the manufacturing sector. UP should first focus on labour intensive jobs like textile, shoe making, fruit growing and other sectors like smartphone manufacturing (all components like from camera to screen to motherboard) to laptop, tv, fridge, vehicles, heavy machinery, manufacturing in defence sector, etc. Ok only about 3 decades from now can India think of entering chip manufacturing and designing.
Chip manufacturing is not easy

It was because of mughal domination of central provinces that the area fell into social turmoil. Such turmoil was the root cause of backwardness. British actions were not confined to central provinces alone. Yet other states have flourished unlike UP, bihar and Bengal.

Due to naxalism
1) Less scope for industrialization in Odisha. So Most of the engineers and high skilled doctors goes out of state for job. Govt never tried to attract big companies.
2)Free rice made people stopped doing and Odisha became net importer of rice from net exporter. Free wheat was better alternative.
3) Too much corruption and govt Dept.
4) All central govt schemes are renamed/rebranded and provided by state govt. Not a single scheme from st-govt.
5) No long term goal/visions.
6) No strong political competitor/challenge.
Most importantly,
There are protest against every industry setup. Just like UP, the Odisha govt should bring law agains formation of labor union.
