Alright, you wanna know? Fine, I admit it! I don't know how dueling works! You fight against another player, but what does that mean?! If you do that in every other mode, then shouldn't Dueling not be there?!
I honestly can’t get into new vegas, tried it for a few hours but stopped playing because I was just bored and never tried it again. On the other hand I have hundreds of hours in fallout 3 and I consider that game to be amongst the best games I have ever played.
If you dont read much dialogs or dont pay attention to quests, then maybe its feels boring for you. But there is giant hole of replayability compared to F3 and a lot of surprising dialogs which you can miss, even after multiple playthroughs.

I rewatched this after a while and it was static like you said, but when I rewinded, it shook when I played then... I don't know how to explain this
So it looks like you have to set the video to 60 fps for the angry shaking snowman to work.
