The numbers mean the order of that category the pop is in 1# is rare because that was the first one made in that category but it does not matter to much if its too high

Do not buy g4 luffy for 80 if it is the regular version. Regular version is worth 20. But great collection, looks super good

yes when a pop is exclusive that makes it more "rare" but sometimes it wont be as valuable compare to commons
