Depends on your shoes, if you're using speed shoes then I think ATK% will be better than IMG because he's already have alot of buff IMG buff for himself
Chasing perfect rolls on the relic sets that you want is an endless grind. Rainbow sets are more than enough especially if you get the substat rolls you want.
