The lens of this camera (and all similar, for example IXUS 185) is very poorly designed. A thin plastic axis for highly stressed gears is really bad example of costs cutting.
There is a lot of reason for it not being able to power on. Without providing further info, its difficult to say what 's not working. If you are trained in electronics and know what you are doing, you can start by verifying the power source and slowly tracing your way up from there. But if you are not familiar with electronics, then I would recommend that you send it to a service center to get it fixed if the cost of repairing is justifiable.
I doubt you can buy just a single lens element. From what I have come across so far, the lens comes in a complete assembly unit (it includes the CCD, motors, shutter and a bunch of other stuff). I found one seller on aliexpress selling the lens unit, but it is somewhat pricey. As a hobbyist, it's all a part of the learning process. This is my second try at repairing a camera. Perhaps the outcome would be a little different if I had access to a similar video like this to reference with for this camera model. BTW, this camera is suppose to be trashed. A colleague of mine wanted to throw it away, but i ask if i could have it so that i can practice camera repair. So, there is no real lost for me here.
It was obvious it wasn't going to work. You never bothered to find the cause of the problem. It involves a lot more than simply winding a cog to get the lens to shut manually. A great example of someone willing to prove to the world you didn't have a clue what you were doing.
I think you should have a read at what I wrote in the video description. I gave a background of the purpose, direction and intent of this video. Footage for this video was recorded sometime in May 2017. After some consideration, I eventually decided to take the time to edit footage and upload the video. Back then, there’s no IXUS 132 disassembly video available on youtube and there is very little repair info on this Canon model.

@@bartman02 That's a much better price than a new one. I'd say they've been harvested from damaged cameras, they don't come like that when new.
