If she doesn't know what to do she should have consulted a lawyer. If not, 1. go to the police 2. File a case 3. The police will gather evidence ( it will take longer if they can't locate the person in question or they have other cases pending) then forward it to the prosecutor. 4 the prosecutor will determine whether there is sufficient ground to file a case to the court. 5 trial in the court. ( don't worry it's free)
