Well you can go and buy a flag and burn it yes, that is legal in the UK and in this case legally he could have bought a gay pride flag and burned it whilst not breaking any laws. Problem is he stole it and burned it, making it an illegal act. Similarly you could build a monument in your personal property and destroy it, but it is not legal to destroy public monuments. Nor is it legal to riot with impunity although I suppose you could riot in private? Not sure how that would work. Just to clear that up for you.
