The fact that a broken weapon is apparently the reason why an Operator is being picked shows that 1) The weapon needs a nerf. And 2) They need to rework the Operator. :P
I'd say remove the damn option to put the ACOG on the SMG-11 as well as the other sights that it has to make it just like every other pistol in the game (no sight options), and buff Smoke's gas grenades slightly to where they can be thrown to a location as a trap rather than only thrown and remotely detonated and/or make it to where they deal more damage if/when manually detonated so that they're closer to the amount of damage that Capitao's asphyxiation arrows put out.
I was thinking that his charges can be buffed by giving them the DPS of Capitao's Lethal Bolt (1 tick per second, 20 dmg per tick regardless of armor stat).
That would make smoke one of the least picked ops unless they gave his acog to his fmg9. I personally think the smg11 is fine. but that might be cuz I play on console. I'm lvl 203 and diamond ranked.

Black Beard needs a buff for the shield, 150 extra hp for the head would be nice if it was a helmet, but because you can see the edge of the shield before he can see you, you have a slight advantage. That's why he was so good at vertical peeking because his shield was head level, but horizontally he is at a disadvantage.
