They are water activated LED's. Kodiak custom makes them. They work great!
What lakes are good to go right now ice wise?
In the interior, most shallow lakes should be pretty safe. But always be careful on early ice! Check your way out, and don't take anyones word, it's not worth it. ADFG has checked birch, quartz, and a few others, though, and ice is forming great.
