In Finland, inflation was still the lowest in the euro area in July. Calculated according to EU criteria, annual inflation has remained around half a percent since March. The annual inflation of the entire euro area is currently hovering around 2.5 percent on both sides.

To my knowledge electric scooters are from private companies.
There are several ones operating in Finland.
So are also rental bike's, but they might be from some local municipalities transportation companies also. Perhaps somewhere, I don't know.

For most people working more is not an option they have.
Inflation has been easing. If you look at consumer prices inflation peaked already in the end of 2022.
Since then the yearly inflation has been easing significantly. Currently it's about at 1 percent.
But I understand that all the cumulated inflation has made a significant effect even though wages have also gone up.
There are some tax increases coming like the value added tax, which will make prices go up soon.
Loan interest rates are important for many having mortgages and other loans. Loan interest rates have been going down.

You emphasized students, most likely meaning foreign students, living expenses and the cost of food.
I don't really know, but there seems to be good reasons to think that many foreign students seek comfort in new surroundings by trying to have their traditional foods buying food items from ethic food stores. It might be almost their first question: where is a Asian or African food market or grocery store.
From the economic point of view, such a strong preference can become costly compared to becoming able to choose from the selections, which are sold in more quantity in more stores and often at cheaper prices.

Many places have experienced the good side of electric scooters, but more and more evident is that the usage needs significantly more regulations to become more safe and less harmful.
    Problems
    - parking everywhere is seriously harmful
    - traffic accidents are becoming a significant problem including deaths.
    - fast scooters are dangerous using pathways intended for pedestrians.
    - insurance coverage is problematic
    - private companies benefit financially and use without any real justification private and public spaces for parking their vehicles
