I just got to the shelves part, yes sanding those will help the paint cover and make sure to get a primer it'll help. But the stain is what's making it not cover as good.
Re: the guitar. Have you ever thought of getting a guitar hook for the wall? I play guitar and got one from Amazon (lemme know if you want a link) and when I’m not playing it it’s basically wall art. Not to pricey either.

In your bedroom the pictures of the girls. I would take the picture over your TV. And put it alongside the one above your bed. It's too small by itself, but the 2 together would look Really nice. And you don't really need one above your TV, that's just my opinion. LOL.
