Using small bearings will work against you, because you have a big contact area touching the shaft. If you have access to a lathe, cut four disks that will accept those bearings inside and mount those to take up the shaft. A disk's diameter should be around 10 cm (the bigger the shaft, the bigger the disk) for that impeller you're balancing.
The contact area with the shaft should be razor thin, also, the disks need to be placed such that the shaft sits as close to the top of the disks as possible (you place the disks overlapped).
