Yo dash reason that he gets more shots is cause in golf who ever is further from the hole gets to shoot.. So as long as he's shooting it's better for the opponent cause more shots mean he's losing..
They get to play again because in golf, the person that is farthest from the hole plays first. That's why when they hit the ball, and they go again, that means that their ball is still farther than yours.
