Depending on the move, it will also gain special properties - for example, Rose's EX Fireball does two hits instead of one, EX Anti-Air Scarf wall bounces and allows you to follow up for a combo, etc.
An EX move is an enhanced special move, done by pressing two punches or two kicks (as appropriate) after the directional input. EX moves cost meter to use, but have differing properties from their non-EX counterparts; they can be faster, more damaging, have invincibility, better frame advantage etc. As for the meaning of the name EX itself, I think it's related to Extra.

Seems like it. Massive boxes on normals, multiple good and easy AA options, confirms into combos off of safe pokes, can slide under fireballs, V-Skill can make stuff safer, and V-Trigger is absolutely ridiculous. Look at some of the stuff Sajam shows in the video: 260 damage off of a target combo that start with s.LK. Fireball setups that provide +9 and +13 on block, V-Trigger combo that does over 300 off of a s.HP. I think her target combo can combo into super as well. And this is Sajam showing off some basic stuff that beginners should be capable of doing, some of her combo trials show that if you set up things you can get even bigger combos. EDIT: I hopped into the lab to test some of this stuff out. My execution is admittedly not very good but the MP->cr.MP is a pretty easy link and some of the things I discovered are pretty nice. She can actually use Soul Spark to turn some unsafe on block moves into frame traps, but that does somewhat require predicting the opponent will be hitting buttons. Like say her cr.HP which is really minus on block, but if you cancel into Medium Soul Spark, it'll come out JUST slow enough that the enemy will pop out of block stun and if they're hitting a button, they'll eat the fireball. It also might be character dependent but the target combo, if you are using it from a decent range, knock a blocking opponent far away back enough that they might not be able to punish. Also she can cancel a lot of stuff into her super.
She seems pretty complete, but she does have strong shortcomings. I get the impression she's a jack of all trades character with a strong tilt towards defence. But not too strong in any area, a archetype that i think dont really make it top tier in this game. Her dmg output is somewhat on the lower end. She has very weak okizeme game. Her zoning is good but nothing amazing, l fireball has fast recovery but not too fast in travel (and rose has a big hurtbox for most of the active frames), hp fireball can get jump punished on reaction . She has terrible walkspeed, her dash is a bit slow and her jump seems floaty. If you can mitigate her zoning game you can just hold back and keep her out, and not get too worried if she does hit you because of the lack of reward off her specials. If she tries to run full screen and set up soul arrow for example you can use a special or jump punish her. Her anti airs have clear flaws (but not crippling). Her cr hp is a bit slow ( anti air hitbox starts on 11th frame which is why it trades so often) and her dp's are active only on the 7th frame and you can get empty jump both of them for a punish (they both have a lot of recovery). Her vskill 2 (soul arrow) can get punished easily, and the same applies to her soul punish so you need to set them up in advance so you cant just throw it out willy nilly in neutral. her best normal st hp has a lot of recovery and a big hurtbox, f hk whiffs on crouchers, b hk leaves her a little too close for comfort on block and if mispaced can get easily punished. Her vt2 is heavily dependant on a hit confirm (which seems to the one people see as the stronger of the two), without the confirm on activation you can v reversal her attack and since it drains so fast you can just evade rose till it dies out. having played her it seems she struggles against chars with strong anti fireball tools, or chars that have a lot of ways of getting in (like urien/balrog).
