There is of course a further reason why nitrite oxidisers are less numerous than ammonium oxidisers: the presence of microbial nitrite reduction to N2 as carried out by anammox and denitrifiers. It does not require completely oxygen free conditions as is known during simultaneous nitrification and denitrification.
I agree - in some environments (where oxygen is low), nitrite oxidizers could in principle be "bypassed", as nitrite could immediately be reduced to gaseous N. Strangely, NOB are still very successful in these low oxygen or even anoxic environments, and it's still unclear what exactly they are doing there (maybe nitrate reduction). However, in most of the ocean, there is too much oxygen dissolved in the water column for these reductive N-cycling processes to occur, and still, NOB are much lower in abundance there than AOA.
