Here's the issue: this film and others like it may have been made by taxpayers, but the U.S. Government in its infinite wisdom, threw it away. Tens of thousands of films were destroyed and many others are at risk. Our company preserves these precious bits of history one film at a time. How do we afford to do that? By selling them as stock footage to documentary filmmakers and broadcasters. If we did not have a counter, we could not afford to post films like this on online, and no films would be preserved. It's that simple. So we ask you to bear with the watermark and timecodes.
I was the base weather station commander at RAF Woodbridge, when we transitioned from the F-4 to the A-10. We were the first NATO base to get the A-10...1978 or so.
So in the 80s was it someone's job in the USAF to make weird sounds for these films like 6:15? Yeah Jim make me a sound that's like BEMDEBEDUM... make it spooooky.
In the same sense that Apple can sell you copies of music they don't own. It's their copy they are licencing companies/people to use in their own works. This is how they make a living.
Of Course it's a good thing to preserve history. As far as not being here to "educate" me on copyright because you've been "doing this for a long time"... Are you claiming copyright or not? If I find a paperback book in the trash, rescue it from obscurity, and then make copies of it and write my name on every page, or place it in a nice box with bows and ribbons on it and sequins, that doesn't magically make it my own copyrighted material, right?
Long story short, some films in our archive we hold the copyright on, some are in the public domain. It's on a case by case basis and through an investigative process that rights are determined.

Just because you rescue an old print a trash bin, does this mean that magically it becomes yours in copyright? How does it become yours in copyright? Has anyone signed over the rights to you? No, they have not... It still belongs in copyright to the US Taxpayer. And is in the Public Domain, correct?
Great questions but we're not here to educate you about copyright. We know what we're doing, and have been doing it for more than a decade. Many of the films we've preserved, are not available in the National Archives or Library of Congress and, without our efforts, they might have been lost forever.
Consider this... you find a book in the trash, for which you don’t own the copyright. But... you now own that particular copy, on which you can write, draw, color... or loan it out or sell it. If you chose to index the book for reference, and write on it, you can mark it up however you like. Should you decide to share, lend, sell or give away your book, you can do so... and in whatever condition you choose. Ever buy a used text book, video game, DVD... The fact that the video is available for no cost viewing on TH-cam, and will be handed down for generations, instead of sitting in a landfill or costing taxpayers for film storage or destruction... is a plus, and such deserves compensation and funding to continue preservation efforts. Historic film preservation takes nothing from the public, but rather makes films more available to the public. This particular film was around early in my Air Force career... and my nephew is currently a KC-135 Flight Engineer and former Boom Operator, who may be interest in seeing this film with me, while we swap war stories. And for that opportunity, I’m appreciative.

These are public domain films, and as such, I still don't see why you need to place an obtrusive watermark upon them.

Several years ago, at the Hamilton Ontario airshow, I was able to get into the boom operators area of a KC-135.

Yes, Gable volunteered and served in the U.S. Army Air Force and appears in the propaganda film "Combat America".
KC-130? I see a lot of KC-135s here. I don't see KC-130s.
