When you set your pallets to distributing does that mean that your warehouse will hold your goods unless you have a particular product active to where it will be sent off to a production chain?
Yes, exactly. It will stay in the warehouse unless there is another production facility that uses a particular product as incoming material.
So for example it will hold flour until you buy a bakery. Once you buy the bakery the flour will go there (on top of the hour). You don't have to activate the recipe for bread first.

No unfortunately not. Once you buy or place a factory, it starts accepting incoming materials and these materials go everywhere. It doesn't matter if you have activated something or not. But it only transports at the top of the hour. So wait a maximum of 1 hour or sleep 1 night to check.
For example, in this video from @5:57 I place a factory and a pallet rack. Both accept lettuce, tomatoes and eggs. I do not activate anything in that factory/pallet rack. However, lettuce, tomatoes and eggs just go in.
At the pallet rack you can put lettuce, eggs and tomatoes to distributing , so that those products are transported again to end up somewhere else. With the modular BGA for example I therefore experienced very high production costs due to a bug. So keep an eye on your costs.
At the factory you can get lettuce, eggs and tomatoes out only if you start producing (activate) something that requires lettuce, tomatoes or eggs like mixed salad or cake.
To avoid this there are other solutions like:
