i am getting to Level 31 right when Season 4 starts in my seas. I am a free to play player and i have the following setup which helped me against players with the same Level (30) and even some Level 31 who didn't leveled up their 5th ship far (less than level 20). And this is how i did it (Hero Setup only):
Flagship: Ahab, Delilah, Agnes (former Armstrong) as i don't have Magnus.
Warhammer: Margaret (because i don't have Bones), Onimusha and Luna.
Crimson Sentinel: Barnacle, Eileen, Cordelia (But i will switch Cordelia to Captn on the 5th Ship. The Goddes Satjit. Then Wanda will replace Cordelia as a Gunner on this ship).
Stormbringer: Lester, Tanaka, Adeline
This is a very strong (Hero-)build that helped me a lot. Of course ALL Heroes are at Level 100 (max. at the moment).
(Goddess Satjit when i am at Level 31: Cordelia (as i don't have Ophelia), Sharky, Qi Lanting).

As a pure F2P, I run Ahab/Wanda/Armstrong on my flag. I lose the 1st mate bonus for 3* Wanda but in clash battles she allows me to take more DMG (from launching basic attacks on allied ships and rage generation). My Storm I do Lester/Tanaka/Jango (I do not have Adeline) since my cutt ship runs Molly/Kojo/Luna. My Sajit runs Cordy/Sharky/Qi. If I get Ophelia then will shift towards your setup for the Storm.
All sound like great options. The best part is different hero set ups work different for others. Due to stargazing and ship parts.

F2P can get heroes like Onimusha but can't get magnus or boa
Correct, that's why I didn't use boa or Magnus for the F2P set ups. I only used the ones you can get from purple shells and saga.
@@Stunna42 yes i just meant you can use 2/3 star onimusha, adeline and others for F2P
Is that this game you need to purchase stuff to catch ups with others players?
Its like most base building games, just less pay to win like others.

He does, he tries everything to break the meta. Boa will be good in S4 with new ship
