I would have to put this raw haki below 60. It was a decently impressive, it showed good range leaking out of the island, and the physical force of the roar sent 2 giants and Luffy backwards however it does not compare to the raw haki of shanks or joyboy, it pushed them away but it couldn't nullify, paralyse etc Actually if joyboy is 100, I don't even think warcury has 50% of the haki joyboy has, joyboy haki completely destroyed 4 gorosei members including warcury. So I would actually say warcury raw haki is 20/25.
